Closing the operationalization gap: Learnings from 'Breastmilk for Life' – Ghana

Considerable, impressive work has been done to translate scientific knowledge into policies that promote and protect breastfeeding. Yet implementing these policies – at scale and with sustainable impact – has been less successful as is evident in stagnating breastfeeding rates globally.

At the Family Larsson-Rosenquist Foundation (FLRF), we believe this is a direct result of the ineffective translation of policy into actionable plans – "the operationalization gap". And together with our partners, we are working to close it.

The concept to close this gap was inspired by what FLRF began recognizing several years ago: that after policy formation, there is little to no conceptual foundation from which to translate a country’s breastfeeding policy into a step-by-step, actionable implementation plan. The unfortunate result is that work post-policy remains fragmented, uncoordinated, and without a long-term vision, unlikely to yield change and sustainable impact. A multisectoral approach is needed and is currently being tested under the leadership of Ubora Institute in Ghana.

'Breastmilk for Life' is about operationalizing the national breastfeeding strategies. Symposium attendees will be introduced to both the concept and the practical approach, which is one example of a multisectoral approach to sustainably improve the breastfeeding environment nationwide to help achieve Ghana’s infant feeding targets.

FLRF began developing such an approach to close the operationalization gap together with a variety of partners inside and outside of academia. It is now testing this approach in Ghana in partnership with Ubora Institute, Ghana’s Ministry of Health and relevant agencies. Symposium attendees will learn about the 'Breastmilk for Life Project' approach and progress to date, including roadblocks the partners encountered and how they were overcome. There will be an opportunity to ask questions during the closing discussion.

Un travail considérable et impressionnant a été réalisé pour traduire les connaissances scientifiques en politiques de promotion et de protection de l'allaitement maternel. Pourtant, la mise en œuvre de ces politiques - à grande échelle et avec un impact durable - a été moins réussie, comme le montre la stagnation des taux d'allaitement dans le monde.

À la Fondation Famille Larsson-Rosenquist (FLRF), nous pensons que cette situation est le résultat direct de l'inefficacité de la traduction des politiques en plans réalisables - le "déficit d'opérationnalisation". Avec nos partenaires, nous nous efforçons de le combler.

L'idée de combler ce fossé a été inspirée par ce que la FLRF a commencé à reconnaître il y a plusieurs années: après l'élaboration de la politique, il y a peu ou pas de base conceptuelle à partir de laquelle on peut traduire la politique d'allaitement d'un pays en un plan de mise en œuvre étape par étape et réalisable. Le résultat malheureux est que le travail post-politique reste fragmenté, non coordonné et sans vision à long terme, peu susceptible de produire des changements et un impact durable. Une approche multisectorielle est nécessaire et est actuellement testée sous la direction de l'Institut Ubora au Ghana.

Le projet 'Breastmilk for Life' vise à rendre opérationnelles les stratégies nationales en matière d'allaitement. Les participants au symposium découvriront à la fois le concept et l'approche pratique, qui est un exemple d'approche multisectoriel visant à améliorer durablement l'environnement de l'allaitement dans tout le pays afin d'aider à atteindre les objectifs du Ghana en matière d'alimentation infantile.

La FLRF a commencé à développer une telle approche pour combler le fossé de l'opérationnalisation avec une variété de partenaires à l'intérieur et à l'extérieur du monde universitaire. Elle teste actuellement cet approche au Ghana en partenariat avec l'Institut Ubora, le ministère ghanéen de la santé et les agences concernées. Les participants au symposium découvriront l'approche du projet 'Breastmilk for Life' et les progrès réalisés à ce jour, y compris les obstacles rencontrés par les partenaires et la manière dont ils ont été surmontés. Ils auront l'occasion de poser des questions lors de la discussion de clôture.
